A WhatsApp group of more than 500 engineers has become a critical coordination tool in Nepal's flood disaster response, feeding rescuers real-time tunnel layouts and survivor leads as they search devastated hydropower plants. According to Reuters, more than a week after a glacial flood tore through the Trishuli valley, this improvised digital channel is doing work formal emergency systems couldn't keep up with.
The flood that hit on August 26 didn't just wreck six hydropower sites and kill more than 1,200 people. It also buried the knowledge rescuers needed most - tunnel maps, access routes, structural drawings are under millions of tonnes of mud and rock. So engineers rebuilt that knowledge base themselves, using a messaging app everyone already had on their phone.
A Grassroots Engineering Network
The WhatsApp group actually predates the disaster. Hydropower engineers set it up beforehand, and it's since grown into an informal command channel linking government officials, military personnel, former plant staff and outside technical experts. Reuters reviewed messages from the chat.
The workflow is basic but it works. Someone asks for something specific, like layout drawings for the Chilime plant, and within minutes another member sends over powerhouse schematics and access-tunnel details. Multiply that by dozens of requests a day, and the group has effectively turned into a live, crowdsourced engineering archive for a site where the paper records are gone.
Former plant employees have also used the chat to advise search teams from memory, and members have shared names and phone numbers of missing workers so officials can ask telecom providers for last-known-location data.
Why the Usual Tools Fell Short
The scale of the disaster helps explain why the WhatsApp group became so important. Around 900 people were reported missing across six hydropower plants, three of which were still being built. Rescue teams believed some workers may have survived by sheltering inside tunnels.
But the tunnels were no longer the same as they were before the flood. Mud and rock had buried entrances, blocked passages and changed the structure of some tunnels. This meant rescue teams could not rely entirely on old maps and plans to find their way through.
At the Rasuwagadhi plant, rescuers made it 250 metres into a tunnel before a blockage stopped them. They were still searching for up to 46 people who may have been trapped in a chamber where food and water could be available.
At the Upper Trishuli 3A plant, crews took almost six days to reach a buried tunnel entrance. They then pumped oxygen into areas where people might be trapped. Nine days after the flood, rescuers pulled two survivors from the site. One later said there could still be other people alive inside.
This is where the engineers' WhatsApp network became valuable. The situation was changing too quickly for old disaster plans and databases to provide all the answers. Engineers and former plant workers could share detailed knowledge of the tunnels, access points and plant layouts in real time, giving rescue teams information that might otherwise have been difficult to find.

Nepal’s flood response shows how important it is to have information that can be shared quickly during a crisis. When tunnels, buildings and records were buried, engineers became one of the most important sources of information. WhatsApp gave them a simple way to share that knowledge with rescue teams in real time.
This is also relevant for companies building digital tools for critical infrastructure. Digital twins, asset management systems and emergency software need to be easy to update and share when conditions change. WhatsApp is not a replacement for proper emergency systems, but its use in Nepal shows how valuable fast access to information can be during a disaster.
The flood destroyed around 10 per cent of Nepal’s power generation capacity, while more than 4,000 people remain missing. The search continues, and so does the WhatsApp group helping support it.
